Simulators were the first thing to be ruled out of this definition as they have no goal to them. Games need a goal otherwise they are not a game. Simulators are just that, they simulate an experience but they are not a game. That doesn't mean you can't have fun in them, but fun is not their intended purpose.

There was a gangster strategy game before all of these others that have come out recently. An extremely good game, shame no one has done an updated version of it, it was called "Gangsters 2".
There was another one I used to play, on the PC, in the 90's called Gangsters: Organized Crime. Wasn't the greatest but I did have some fun with it. Think it's on the GOG site now.
Mack, you should encore review Dying Light 1 again. Developers truly redeemed themselves with it. Game is performing very well, only encountered one minor bug in a playtime of 80 hours so far (very clean open world game from technical perspective). Now it's a very good 9/10 game and your original review about Dying Light aged really poorly, please reconsider with encore.

There’s a small Brazilian developer called Rieza studios bringing out a game called Automobilista 2 using project cars game engine including VR support etc it would be great if you could get in contact with them to review the game as they are working really hard to make it a great game/sim coming out March this year.

Nice one Mack. On the gangster strategy front, have you Played Omerta - City of Gangsters? It's a few years old now, but a great little strategy game (very light strategy).
Mack, you should check out Rebel Galaxy. It's my favorite indie game. It's a arcadey spaceship adventure with quests, dialogue choices, ship upgrading, and factions. You can be a paragon in the backwater systems or become a pirating knob, stealing people's cargo at gunpoint (broadside?). There's multiple ship classes in increasing sizes. Each ship has a certain manufacturer that prioritizes speed versus firepower versus survivability. They allow for different playstyles. Great game that I'd think you'd love.
You're wrong about Dying Light 1. It got very good updates ever since release and there is no better zombie game out there. I'm waiting for DL2 + a game called Starbase which will eclipse every space building game into oblivion.
Especially in light of what has been said about Bannerlord, there is something more to say about it; it's scheduled to enter Steam early access in March 2020.
Also Mack, whenever you ask for a fantastic FPS like Prey, and then describe what makes it so great, I think what you really wish for is a fantastic "Immersive Sim". That's the genre Prey belongs to together with games like the Dishonored series, System Shock etc. Like deep gameplay, good level design, lots of experimentation and emergent systems etc. And that is what actually Cyberpunk 2077 could deliver, since it seems to be an Immersive Sim as well.
The Empire of Sin thing has been done before. Omerta: City of Gangsters was very very similar to this and came out several years ago. It didn't really hold my interest though.
Empires of Sin is actually being developed by Romero's wife with him helping her out. He's pretty adamant about it being her project and it's honestly pretty endearing seeing them talk about it together. From what I can tell their family unit is rather full of creative talent! Looking forward to that one.
Predator Hunting Grounds is listed for an April release on PC. There is a listing for it on Epic Games Store. I can't find any info on a PC release other than that though.
Do give CK2 a try, it's really one of a kind. It's not like other grand strategies and I prefer to look at it as a procedural medieval soap opera instead of as a strategy game.
I like how both of the features Mack discussed for Flight Sim 2020 are already existing in x plane 11. Full VR support, real world weather, and being able to fly over your house are nothing new.
TDU3 (Project Sunrise) will be this year, from what I've heard in some dev reddit "leak". It may come Late 2020, will have ~90 cars, and be "just like" old TDU games. Crossing fingers here...

Mack if you try Crusader Kings 2 I highly recommend the total conversion mods after you try vanilla; settings everywhere from Elder Scrolls in the Elder Kings mod, to Game of Thrones in its mod, a LOTR one, and even a WOW one. All high quality.
£50 for settlers is gonna be a barrier for people imo. Was looking forward to WC3 reforged but I was hoping they would allow you to zoom out more, it's so zoomed in which was fine for the system requirements in 2003, but not 2020

Darkest dungeon 2, a new Assassins Creed is due and cyberpunk are the most exicting games for me.
OH and dying light 2...looks fun. Really gotten in to RPG's again after I got a great PC after being on a low end PC for almost 8 years.

Mack if you try Crusader Kings 2 I highly recommend the total conversion mods after you try vanilla; settings everywhere from Elder Scrolls in the Elder Kings mod, to Game of Thrones in its mod, a LOTR one, and even a WOW one. All high quality.

£50 for settlers is gonna be a barrier for people imo. Was looking forward to WC3 reforged but I was hoping they would allow you to zoom out more, it's so zoomed in which was fine for the system requirements in 2003, but not 2020

Very looking forward to The Forest 2 and Receiver 2, both did get announced in the end of 2019 and I personally did not thing that this would ever happpen.
