There are a great many politicians and bureaucrats who live in fear that citizens might be able to communicate information that government does not want anyone to know They would eliminate Ham radio in a nanosecond if given the power to do so.
Meanwhile, the FCC appears to have little interest in addressing unlawful industrial and domestic radio frequency interference (RFI) sources from power circuits, appliances (grow lights, etc.), and commercial power lines. Agreed--15W results in a very significant reduction in communications capability and reliability! Oftentimes the noise floor in our modern world has become so high that 15 watts doesn't hack it! Furthermore, the 100W power capability of most HF transceivers sold today has become standard, so this proposed rule, if adopted, forces operators to use far less capability than they paid-for in their rigs!
Back in the 60's my dad would power up right before ed Sullivan show and his rig would disrupt the TV's all around the neighborhood and one of his friends was up the street with same game every Sunday night at 8! W8JCE. We had big fun! He was a member of MARS.
My dad had a similar story. Back in the 70s he had a CB radio and transmitting well above what is legal. One of the neighbors told him he was watching his TV and when dad would transmit the TV would go black and he would hear dad talking. After that dad waited until after midnight to talk on his radio 😅

The Ham Radio Spectrum is under much more serious attack impacting many more people from cheap imported LED lights and solar arrays than this change that impacts a tiny subset of the community - who are also just as likely to be impacted by LED lights and solar arrays. If we're going to try and get action from the FCC on something let's prioritize and focus on the biggest issues - not the edge case issues.
Whatever we do it won't change, This keeps happening for years, big business will continue to show the $$$$$$$$$$$$$$$$$ and how great this would do for so call jobs
