Debris nets only keep the rocks and soil that fall close to the slope, it doesn't stabilize nor keep all debris off the road or tracks below. Retaining walls are only as good as their foundation. There's only sand there. Even if you made a wall to the top of the bluff, it wouldn't stop the cliff from collapsing.
Look at the timing of this event; the existence of the rich and famous is being threatened. For many moons the poor people have suffered many kinds of adversaries while the rich folks were more often than not untouched; but now that the economy is in a tailspin and everything is going down hill fast. The reason there is a cliff is rapid erosion. Weather affects when actual landslides propagate.

It's just sand and small rock. It's a like a landslide or really, really dirty bathtub water. A cable won't stop it.
