    how is the selection process done to get y1 and y17 as outputs if you take 17 at 4:50

      17 can be written as 10001 in binary where A=1 and BCDE=0001 If we forget about enable for a sec then 2nd output of both decoder is high 2nd out of 1st decoder is y1 and 2nd decoder is y17
      Now consider A=1
      A directly connected to enable of 2nd decoder and through not gate to 1st and output of not hate will be complement of 1 means 0 applied to enable of 1st decoder so 1st will be of and 2nd will be on hence finally we get high at output y17
