They actually have 9 inputs and 4 outputs, not 10, and they are designed to deal with different things. They're called 10:4 because they have an implied decimal zero when all inputs are high. They also don't follow the normal rules of encoders as only the "top" low matters. Their function works very differently from normal encoders. Hi my friend! I like your videos and like a mention in this video you have a mistake at decoder because that decoder have 8 outputs indexed from 0 to 7 but you have started from 1 to 7 so you don't have 8 outputs :)
Would you please clear my confusion(on 2:17) about the values that how on single input i 0 or i1 or i2 is 2 bits..mean 00,01etc as it is a single input each. May be its too easy but i cant grasp it.

In the example , the output of 8x3 encoder is probably O0, O1 and O2 instead of O1, O2 and O3.
