His degrading mental health (and overall health) in the later seasons is a subdued, but very real display of how the "best closer" persona he built was at odds with himself and greatly affected him. Which also explains how he behaved erractically when Mike was involved.

What he is doing should be the last resort of a public prosecutor, if I knew that some evidence were so important that could disclose the case and set free people who committed a crime 100%,I would bury these evidence too.

Cameron Denis has a very strong opinion and he was sort of correct. If you are sure that they are guilty you should do whatever it takes to put them behind bars and protect society from them
that's how corruption occurs. All humans have constitutional rights that need to be protected. If you know they did the crime, hen you have the evidence to back it up and get the conviction. If you 'know' something without evidence to prove it, then you are just basing your knowledge of your arrogance, ego, and gut feeling.
The problem with this is that sometimes you may be convinced someone is guilty but it turns out they aren't. That is why evidence and a separate judicial system is important so that mistakes aren't made and judgements aren't clouded. Not saying our system isn't flawed but it was well intended.
