Couldn't they have non-invasively tested his animal companions for rabies, ruled it out and released them back into his care? NYC animal control likely has the resources available to do lab work. They were with Fred for a number of years. Exhibited with no symptoms or behaviors that would suggest rabies infection. The individuals who reported them seem jealous and vindictive.
