Hi; I disassembled a L3E in the last days, too. One of the springs is not sabotage: it belongs to the tie-rod-lever - like you guessed already. I took 2 pictures of mounted spring and the shape of the unloaded spring -> if you like, I can send you the pictures.
I don’t exactly know all of those but we got all our parts off of a company called Surplus Center. They have everything you would need and the catalog or website is pretty descriptive and makes finding what you need easy

Govenor falling of the fuel pump is a problem on this engine, has probably happend several times before, thats why you Are finding pins in your oil pan.
It happend to my excavator yesterday. Thats how i find your video. The pin securing the govenor to the fuel pump fell off. About 20 min into your video you Are showing the securing pin. After some research i found out this engine Are notorious for having this problem!
Same thing happened on our mini ex with the L3E last week. Came across your video after finding the spring hanging loose on the governor tie rod. Thanks for the video.
Good video, those parts/pieces in the engines seems like sabotage. My guess is someone intentionally put that in the oil fill prior to you buying it. You bought it at auction, people suck. Plus when you first started it up it didn't have any knock...i know it seems ridiculous but how would those peices end up there

Since the video I think we figured it out. We found a manual that showed what you’re talking about. Thanks for your input!
When putting rod's and pistons in. Put some rubber hose over the studs on the rod's to protect the crank from getting dings.

Good video! I have the same engine on my mini digger and want to know the valve clearance on intake and exhaust because it bogs down easy. thanks!
The valve clearance is supposed to be 0.25 (cold)

Pump part number and the couplers and plates used to connect to the engine

That is possible, it isn’t out of the question but I don’t think we will ever know the actual reason.
