First titan drill man was taken from dom studios universe before his upgrade and the other drill man is the current upgraded version from a alternative timeline
They're 2 versions of Titan Drillman from 2 different universes, much like how the Plague Doctor is an alternate version of Plungerman.

So the Plague Doctor is Dave which apears to be half Dave half Plunger but why he is the villain I think that the hole alliance are humans which transformed into Cameramans Spekerman s Clockmans etc,but they still have fleash that will explain why the zombies have flesh and somthing went wrong whit Dave and beacomed a mutant and this is the part that will blew your mind,so what if Dave actualy wants to save the humans by transforming the skibidi toilets and the rest of the races back into humans by using the virus that transforms Cameramans and the rest into somthing more close to the human
