He encripts his content and distributes it to futher participants of this group. Because it is encrypted, it is impossible to change the content for non-creator. Also, the distribution is with redundancy, if someone of the participants fails, other can restore the content. "A kind of " like in Torrent, or someth. Then, the group can have a private chat, what is encrypted in this way even without the "host".
Seriously, file sharing would be amazing. There already seems to be a lot of overlap with Briar and OnionShare. Maybe they should collaborate on a unified solution?

IOS can't run the app on the background, so both users need to be literally in the app so receive messages, in android it's not the same since your device can still send the message whenever the other user is connected, it works in the background

Sounds a lot like Nextcloud with federation.
Make it possible to transfer files and media in the Briar application in forums and private chats.

I2P can handle XMPP as well as IRC, SMTP (for email) and TELNET (for old style BBS)
