For me it works after i checked. Did you download it from the Wallpaper Engine Workshop of your steam application, did you restart Wallpaper Engine after the installation, did you see it on the main page from wallpaper engine under installed after the download, did you look for the wallpaper on the workshop inside the Wallpaper Engines application and install it from there? If nothing works what i called then download the video from TH-cam and set the Video manually as background in Wallpaper Engine.
Use a simple video editor like shotcut, cut the first part until the spinning logo out and delete it, then copy the part with the spinning logo and paste it as many times as you want after the original and export the file as mp4. You can also split the video track into audio and video tracks to delete the audio track. The longer you make the video, the larger it will be. You could keep the video file small by cutting and deleting only the first part of the video, then export the part with the spinning logo as mp4 and paste it into Wallpaper Engine and Wallpaper Engine will repeat it automatically.
