Allision: the running of one ship upon another ship that is stationary -distinguished from collision

It's also used for running upon fixed manmade objects like wharfs, buoys, bridge piers, and such. So pretty much it's hitting anything that is not itself under way.

Did you miss where the NTSB showed in this very video that the tug driver’s view was physically blocked by the barge?

@@mrb692 This very video also doesn't mention the mate failed to maintain an appropriate lookout because he was in the wrong wheelhouse contrary to his own post accident statements. He was suppose to be navigating from the upper wheelhouse where he would have had the view, but decided to leave for the air conditioned main wheelhouse while dealing with his family emergency.

Anyone riding one of those "ducks" is definitely taking their life in their hands.

Gross negligence on the tow crew! Stay off the freakin phone. If you are that bored get an office job! This is exactly why every vessel should be required to have a local pilot on board, especially American vessels!

nope, the dictionary helps. Allision is the proper word when one ship is stationary.

I wonder if P.E.T.A. filed an investigation report.

Not to tell the NTSB how to do their job... but last i checked collision started with a C and doesn't have an A anywhere.
