Are all the 2017 key fobs the same 315 MHz ?

As long as the Tahoe or Suburban was built for the U.S. market, then yes.

I'm sure you can depending on how much you want to spend as you would have replace parts in the vehicle as well - you can't just use a push button start key fob in place of a standard key fob

MAKE SURE *NOT* TO REMOVE BATTERIES FROM *BOTH* FOBS AT THE SAME TIME !!!!!
The instructions in this video were great, the only problem is I removed the batteries in both of my remotes, assuming that the programming memory would be retained.
After 12 hours of trying to reprogram and enroll both remotes, I have abandoned the project.
A flatbed is coming in the next hour or so to pick up my 2017 Tahoe. ☹️

I think you may have other issues with the vehicle because the fobs should not respond that way when changing the batteries. I should make no difference if both are changed at the same time or not
