Well he already owns everything, the earth is only Satan's legal right for a while. Rapture is coming, and Heaven being in God's presence is where real joy occurs. Hell is just the absence of God's presence. I believe the Bible but it wasn't created for humans but the ones who had everything in Heaven yet still rebelled. So in Hell there imo will be despair and regret more than painful suffering.

And sinner to sinner means that us humans to humans generally, whatever the status of the person is, because we humans are born sinners form the time of Adam, and yes, it exists in Islam.
