Hey there! Yes the non-elite discordant gear can be farmed outside of the raid in the corrupted vibranium event. For the elite discordant gear you can only get it from the elite raid. There are some perks that can only drop on the elite version but what I have shown here on BP is nothing unique to the elite raid and can be farmed in the corrupted vibranium event.
