Is the rear wheel strap safe on carbon rims?

Yes, when strsapped tightly it is safe for all rims. Loose parts will always cause rubbing and friction ware.

Is there a way to lock this rack into the hitch receiver?

This rack comes with a nylon lock pod for securing the hitch bolt at the receiver.

soft touch rubbing coating.. its a lie, its hard material and it wear the paint on the fork where the contact are.

Does damage fork! Have a hole that already went through paint and soon would go through carbon. Maybe not an issue for MTB. This rack will eat your road bike. Get a 1up or Guide Rail design that has zero contact points with frame or fork.
