In terms of the locomotives included, I think Netherfields is a good purchase if you haven’t already got the DTG B1 and O4, at least that’s how I acquired it, as this was among the first DLCs I bought. Better still if it’s on sale, then you get a small steam-era starter route for beginners and people with lower-end computers, with a good selection of new locomotives to try out before considering getting anything more advanced.
He is merely expressing his opinion of a low quality addon, there are some routes that are still very enjoyable, especially in the realms of the SSS super detail Watercress Line route.

After playing this route maybe twice. I too also forgot about its existence. I feel ripped off by the price too.
Somehow I was always sure this route is older than 2017. Maybe it's a re-release of something from the Kuju era that wasn't on Steam?

I do not. The nearest thing I've got to the Chiltern route is JT's Metropolitan Line.
The Route feels like its an asset flip from the WTN route that came before in more than one way.
