Normally, when attacking you have 3 dice while the defender has 2 dice, and while the defender wins ties you will have 3 chances to roll, while they only have 2. This makes offense more effective than defense normally. Capitals give you that 3rd defensive die, which combined with winning ties, makes defense insanely strong. This leads into the strategy of only defending your caps and thus putting your caps on chokepoints so you can have a strong defense for a good bonus (and with progressive, that leads into massive stalemates with hundreds of troops per capital, which is why I like fixed a lot more, it rewards strategy over tactics)
