No . Tornado shoots 20 rockets . You cannot go as close with this Aug Swarm , Tornado deals more damage and have splash damage . They fly higher and are also faster

Tornado = 20 long range missiles, Swarm = 20 close range missiles, Spear = accelerated missiles
