I've done the exact same thing and the server gives me the success message and says i can login to that IP on the browser etc... but when i go to login on my VM host it doesn't load the openstack login page! Yes, my host can ping my VM, my VM is running webserver etc, i did the same as you. Except i use Cent OS 8 and i dont SSH to anything. My VM guest is running the devstack environment and i try connect from my host is all... WHY is it not working???
I tried running stack.sh but got the error: Setting up memcached (1.5.6-0ubuntu1.2) ... Note: I've complete the setup by changing the permission folder devstack, in order to do that! you will need to type these commands before running ./stack.sh. 1. sudo chown stack /home/stack/devstack* 2. sudo /usr/bin/python3.6 -m pip install --upgrade pip --no-warn-s 3. run ./stack.sh

Please use this below command to solve your error $sudo -H pip3 install --ignore-installed PyYAML after that run FORCE=yes ./stack.sh again NOTE : This command is also usefull for simplejson error also
