Manchester Metrolink is owned by Transport for Greater Manchester (TfGM), a public body responsible for transport in the Greater Manchester region. TfGM manages the Metrolink as part of the region's integrated transport network, the Bee Network.
I actually wrote to Metrolink over this issue, after reading their photography policy on their website and I received a very nice reply stating that 'commercial' photography requires a permit but normal non commercial photography was fine, ie; taking pictures of trams for my own collection...this is the same as Transport for London only there policy states the difference between the two but Metrolinks doesn't . The only conditions they stipulated were that I should have a ticket to be on the platform and I should expect to be asked by security staff should the need arise. I now carry the letter as proof and Im always open when asked. I think the issue at Victoria is the because of what happened there.

Their policies do NOT trump LAW! OK they could start to refuse to sell tickets to people that film. But in the case of youtubers, they may be opening themselves up to discrimination litigation. EG filming as a core part of one's political beliefs on freedom and holding wrongdoers accountable.
1. Generally, for non-commercial, personal use, photography and filming are allowed, but for commercial purposes, you may need to seek prior approval. Always ensure that your activities do not disrupt the operation of the tram system or the comfort of other passengers. So its BS Reggie ok 😊
