It appeared to be an attempt to imply they had more authority than they really do, i.e., the power to arrest and detain. Scary to think how many people they intimidated and scared in their own home.

DJI fly app doesn't show a geo fence around the docks. Drone Assist shows a no fly zone but further south than where you were. Seaforth and Waterloo show as OK to fly. CRAZY
I couldn’t see any restrictions around that port. It’s interesting that people think there is one. The CTR to the south is not a drone flight restriction zone. The clue is in the irregular shape. If an aircraft landing at Liverpool is below 400ft over the docks, crashing into a drone is the least of its worries.
