I have stayed at quite a few of the mid range hotels you have mentioned. Was just at the Bai Hotel recently, and it was pretty nice. The nicest hotel I have stayed at is the Nustar (Fili). A little more expensive, but brand new 5 star hotel. And get the breakfast buffet when booking, I would consider it the best buffet of all the hotels .
My favorite hotel in Cebu is called Bai Hotel, amazing infinity pool rooftop bar, awesome buffets. I will say it's definitely not budget Friendly but the staff and hotel are 5 star.
Normally I just stay in Cebu 3 days before going back home, and my first choice is the Maayo Hotel in Mandaue that is close to Mactan airport. The food is great the staff friendly and very professional. I also stayed in the Bai Hotel that was great.
Hop Inn is where I'm staying until my Condo Rental is ready. Five minute walk to the Mall. Ten Minutes to the Ayala McDonald's in IT Tower Two. Ten minutes by foot to Landers.
I stayed in holiday inn near ayala mall. I prefered to stay there because I'm IHG member earning reward points and nice thing is brkfst buffet, easy access and service is good too. Overall, the hotel is new!
I stayed at Radisson back in April when I took my first ever overseas trip. It was a little pricey but it was NICE! The pool was nice, the food was great, the staff was amazing. There is access to transportation next door or also at SM Mall. I am debating on staying there again in February or March when I plan to go again.
Radisson is molded out! The air vents are covered in black mold and it reeks of mold. Sadly. It's a beautiful property, but it's seen better days. I literally got the nicest suite there last year. MOLD. made them switch me. MOLD. Done with this place.
Travelling nextweek. Plan to stay couple of hours in cebu before our flight to bacolod.which one is good red doorz or hop in? Flight to bacolod 5:30 am next day. Thank youx

It's a little off the beaten path, but Montebello Villa Hotel is an amazing jewel of a place, and half the price of your higher priced places you listed. ...but we also ro-ro our vehicle back and forth too, so traveling around the city isn't an issue when we need to go to Cebu.

I don´t know about the other hotels but I tried RedDoorz several times in Indonesia and that was always a good experience.
Has been a long time since I have stayed in a hotel in Cebu. Will keep these in mind though, next time I am there. Thanks, John...Jim
Hi, The Hop-inn looks nice. Is there a similar hotel in the IT center ? To me, IT center area looks more interesting than Ayla.
