Full concentrate gly, or 50% garlon 3a with water, or harper cocktail all work. Edit: If you use gly, you may want to do more hacks per tree. 1 every inch or so vs with Garlon or Harper cocktail do 1 every 3 inches of diameter.
Yes you do. Full concentrate gly works this time of year... or you can use harper cocktail if treating multiple other mid story species along with the honeysuckle.

Doing it yourself it’s less than $100/acre. Contract crew might be $200-300/acre

Have used the Harper herbicide cocktail (google it) but have started using a different mix that is garlon 3a, imazpyr, milestone and bark oil
