ML Deformer uses an external muscle simulation to provide training data for ML Deformer. Actually in the sample provided by epic, they used Houdini muscle simulation to generate the training data. So, ML Deformer doesn't work on its own.
2:27 they had a version of muscle system in houdini that thty removed in the 20.0 version and they still haven't brought in a fully working version to it yet.
Some of the tutorials you were showing come from the 18.0 version. Also frequently you shared video of the guy modelling hand muscles. However that is not the muscle system you were talking about.
The real key with ziva was its fine attention to distance volume and collision. as such it features made the properties between skin fat and muscles work in conjunction with one another without fouling itself up. there is another software with equal attention to such details and thats, Clothing based software.. Marvelous Designer. which also does fine detail physx collision and calculations of various materials, hard and soft body. which i would assume can be used to setup a rig similar in results to ziva.
What about Houdini Procedural Anatomy? It's upcoming Beta, automatically generates skeleton and muscles based on your character mesh. Should be a game-changer
I'm not sure to understand what you explain about what the dneg head of creature said. And in fact dneg didn't aquiert ziva but only a lifetime license and a big part of the team. They don't have the source code anyway...
Why isn't there a ready made bone/muscle system ready to place and adjust in any 3d biped? Once that system was connected, it would shape the character's mesh in a realistic life-like way. That should be standard by now.
It's been the standard for years now. Ziva has anatomy transfer tools. For Houdini, well Houdini is Houdini, every studio has made their own transfer tools using Houdini
the only real alternative to ziva for now is Houdini muscle. The rest are just toys, and yes, like someone else pointed out, ML deformer on its own does nothing, is not really a solution

Also besides the native old maya muscle system which by the way would do the same as this blender addon, you can also build a muscle system with nCloth in maya to have real simulation and interaction it would look much better and closer to what you would get with ziva. Make a search with ncloth maya muscle.
It wasn't said it was as good, but still an add-on you can try instead, besides while you can make the same with Blender native tools it doesn't mean you have to, it's easier with the add-on, then Adonis was presented for the cass of Maya, this video was clearly meant to present a solution for each tool, so whg leaving blender out of the picture? Yeah it's not as good, but why not giving it's fanbase something to work with?

They all have nothing to do with ziva or something build with nCloth to have true simulation. So yeah it feels again more like a blender plug.
