We have a Youth Council that meets once a month (usually at the end of the month) to plan for the following month. The council works in different position in teams of 2 leaders. (2 presidents, usual high school age, 2 activity/Fun leaders, 2 formation/topic leaders, and 2 mission/outreach leaders). The youth that are not "leaders" of a committee still participate as idea givers. The 2 presidents are chose by youth ministry leaders and the committee leaders are chosen by their peers. The presidents are in charge of all 3 committees and leaders of committees and have direct contact with the youth ministry leaders. They also handle all the financial bits and fundraising as well as run the monthly meeting. I notice that this type of planning encourages more participation in activities and lessons because it's what THEY want to do! I love our system! Our youth ministry leaders team takes all the info and works with presidents to work all the logistics like scheduling and do ability. We have a small youth group so it works well for us to do one large Jr high and Sr high youth Council, but for larger groups you could have a Jr High Council and a Sr High council.
