Kami permanently removed Goku's tail during the timeskip between the King Piccolo and Piccolo Jr Arcs, which was the reason why he restored the moon. There was no reason given why Gohan's tail didn't grow back as Goku lost his tail multiple times as a kid and it grew back each time until he trained with Kami.
I love Z, GT and Super but there's something about OG DB that makes me feel good. It's probably the only anime and first that I can show to my mom and she likes besides all the brutality in Z.

SPOILER Goku learns it instinctivly to win his world tournament He could hover but never really learned bukujutsu, and since he still uses Kinto un in early Z he probably just mastered proper flight after training with King Kai. (Training with all that gravity must have helped)
My Issue With This Match In The Anime Goku Only Wins Through Freak Circumstances. First It Rains, Delaying The Match. Then Afterwards, Goku Cheats With His Flying Nimbus. After Which..... His Tails Grows Back Just In The Nick Of Time. If It Weren't For The Rain Delaying Everything, Goku Would Have Lost. Then This Would Make Roshi's Mission To Teach Them A Lesson Kind Of Pointless. Now In The Manga It Doesn't Rain, But The Cheating Circumstance Does Still Soil This A Little Bit. Doesn't Help That If Roshi Had Been Paired Up With Ran Fan, He Wouldn't Be Able To Carry Out This Mission..... Or If He Had Been Dissqualified For....... Trying To Have His Way With Her When She Was Knocked Out.
Remember, goku hasn't master the Kamehameha wave. He can use it, but it's not very powerful, and it drains him pretty quickly. He doesnt use it as much as he does in dbz.
Kid Goku makes Dragonball a fun positive place to be. That was a great fight although I would have loved to see it play out. You can't really blame Giran for surrendering. He can dish it out but can't take it with his white flag that appeared out of nowhere lol.
You mention that the writers made good writing decisions on this and other occasions, and maybe I'm wrong, but I think the only writer was Toriyama himself, but I could be wrong because this is the anime version of the story.
Toriyama's the only writer but he isn't the only decision maker. Like his first editor had him make the series more martial arts focused instead of being a gag manga while his second one had him bring in aliens.
