The reason why Nighteye doesn't want to see people die with his quirk is because he doesn't know how to stop people from the death. Everything he's ever seen has always come true.
More specifically before he sees their future he doesn't yet know if the future is set. He doesn't know if him seeing the future is what "locks in" that future. So he hopes that if he just doesn't look they won't know and it can be avoided, but feels if he looks and sees the death he is possibly responsible for "locking in" that future.
A few explanations from earlier episodes: provisional license allows you to act as a hero in an emergency, it doesn't have to be in the presence of another hero, if Deku had it during the fight with Stain he would not have problems with the police then. Mirio (Togata) Quirk has enormous potential, but it is a very difficult power to control, and you can see the scars on the arms. It was thanks to Nighteye that Mirio was able to master his qiurk and become one of the big three. As for bullets, they assume that Chisaki (Overhaul) is making bullets from Eri's body, who as his daughter probably has a similar quirk, so he makes bullets out of her using his power to keep them all the qualities of this quirk. Overhaul can destroy and repair matter, what he repairs is as good as new, as if it had never been damaged, therefore bullets made of Eri are able to retain the essence of her power, Of course, this is just an assumption, as you probably already know because you are ahead :D
It was mentioned quickly in the meeting, but one of the Villains that Uraraka and Tsuyu helped to arrest was using a Quirk-enhancement drug distributed by the Shie Hassaikai, hence the Ryukyu agency involvement in this case.

League of Villains has had serious successes (attacking school, kidnapping students and escaping the manhunt) such a group arouses interest and respect, Chisaki wants to use this criminal fame to gain resources and materials to be able to continue creating bullets
Most people probably wouldn't be able to use Eri's flesh and blood to make quirk-erasing bullets; someone with Overhaul's quirk, though, can pretty much do anything they want... (seriously, the guy could be working in a hospital, curing cancer and whatnot with a single touch, and all he aspires to is to rule over Japan's petty criminals...🤦♂) [Cue meme of Marvel's Sauron telling Spider-Man "But I don't want to cure cancer! I want to turn people into dinosaurs!"]
the students that did not see Eri are there because the heroes they are working with are part of the operation and want to keep them around. Since the students still have classes, they will not be doing much investigation but when it's go time Fatgum and Ryuko want Red Riot, Uravity, and Froppy shoulder to shoulder with them
What Nighteye is afraid of is that the future might be undecided _until he observes it._ That by seeing someone die in the future he might be in effect _causing_ that death, by turning what was a mere chance into an absolute certainty. Of course there could be other ways his quirk could work... maybe everything is predetermined already anyway, and him observing it or not makes no difference, maybe every time a choice is made the universe splits into different timelines for each possibility, and the Nighteye in each of those branches had no bearing on which of the branches he ended up in... but, especially after the All Might incident, the mere possibility that he might have been the one to doom him to a horrible death because he couldn't keep himself from looking is enough to terrify him every time he considers using his quirk. (Also, the fact that some quantum phenomena _do_ more or less actually work like that, if you oversimplify them, doesn't exactly help.)
