    That is why it is social cognitive theory. The "cognitive part" is important. Sometimes it is the lack of schema, no foresight because there isnt any schema. The Frontal lobe (which we knows develop by 25 and so) is the part responsible for more sane decisions, and so sometimes emotions take over these kids. While emotions are "emotions," it is still something one should "learn" and "be aware of" cognitively. I hope I am making sense here.
