She's more of the "tsukkomi" (straight man/serious) of the typical Japanese comedy duo, with Pico being the "boke" (funny/idiot). If you still don't understand, think of Dolce as Moe (but less clumsy) from The Three Stooges, and Pico as Larry and Curly. I don't know if I would call her Kuudere because she seems to be fairly nice to you from the start? And not Tsundere unless only to Pico.
There should be 6 of each. Unless you count the other NPCs... then again I don't even know if there's more male or female non-romanceable NPCs... That's what I love about this game, though.
