I can see a link between theft and longer business operating hours, but the effect on Drug Markets???
Why not put a 24 hour curfew on Drug Dealers or Drug Buyers, instead.
Those stores staying open at night are probably open all night to prevent mobs just breaking in and raiding it.

Stores that are starving have to stay open every hour, especially in these hard times to generate cash revenue.
So this city wants to penalize stores that are suffering by an epidemic of violence and drug use that the city caused in the first place and then make the stores suffer some more and pay for it .
City should be getting rid of the individuals who are causing the drug use and the violence and the first place .
