I don't think that would be a problem considering the possibility for realistic skintones and prints nowadays. I think it's more about the model scale. Technic models have a huge variability in their scale towards the real life counterparts even inside the same series of models. That was largely not the case when those technic figures were introduced. One other reason is probably the target demography. People who enjoy Technics, tend to do it for their mechanical prospects and interactivity, rather than roleplaying an imaginary character or one from their favourite movie. On that note, I'd be glad if they came back. I really loved the extra difficulty of trying to create something strictly limited by the scale of the figures. I only ever owned two of them and one got lost and the other I accidentally gave away because I hadn't inspected my mishmash box thorough enough.
I would love to see a future LEGO Batman Penguin figure using the Pinocchio head to give him a more recognizable look (and also remember that the character isn't always short, just the Batman Returns Devito Penguin)
Oswald is usually at least a bit below average height for an adult male; but generally not danny devito short. Though 'The Batman's' penguin was pretty close to Devito's in stature.

While Lego does some wacky characters (one example being the left one in the same scene) there's no way they would go full in to chin moustache wacky.
I had so much fun with those Technic figures: I'd love to see them come back. As for Voldemort, he has nostrils, but no nose. This is visible in the movie screenshot you posted, and every Voldemort figure has the same, except for the Dimensions one, which has nothing printed there at all.
I just need to hint those weird minifigs from lego series like jack stone and 4+ pirates from around that time. Those figurines had noses and even ears, but you know, you can think of them much like most People think about minidolls from friends series.
Minifigures with noses just looks uncanny if anything just looks wrong like in cartoony art with a person having a nose just- looks- just no ofc WITH execptions, thats all no (don't hate on me please these are just my opinions)

Ears have also been implied by the first Minifigure Hairpieces, which always had a cutout for them.
Most minifigs with noses/ears seem to be licensed characters so it would be weird for them not to have noses

If you look at the mouth nose it makes it easier to see it as a nose you’re supposed to look at the eyes or mustache beard
