Is it possible to integrate this module in the Sale Forecast/Budget? to be able to identify when a Job is created, It wont be in the budget anymore.

How do I go about creating an invoice less or more than the budget billable ?

If you have set the budget billable, why would you set invoice for less, you will be loosing money as a company. For more than the budget billable I guess you can add one more Job Task that is only billable with a "Service Fee", "Selling Fee",...
