The reason for that is, while they were allowed to use Chun-Li, Ryu and Zangief, they weren't allowed to use Ken and Akuma so they just gave Ryu the ability to change his palette and moves to theirs. Its also the reason why there is a Golden War Machine (Iron Man), Red Venom (Carnage), Orange Hulk (Thing) and Lilith-Mode Morrigan who has Lilith's palette and moves.
