Hello. In our part of the world , anytime you use mashed potatoes to cover a meat and vegetable base, it's referred to as shepherd's pie . Anything else you put on past that doesn't, in my mind, change the fact of what it is. Just my opinion 😊@@FreshTastyRecipe
