Best thing about Japan in Kaiserreich is that you can do a lot of expansion regardless of the chosen political path. Doing it as the Democratic Japan makes it even funnier. I agree tho that there should be a separate peace deal for the Legation Cities, just like with Hawaii and German East Asia.
