I just searched and it said banana trees take 9 - 12 months to fruit.. Maybe you aren't warm enough. We have one here in town in Colorado that grows in a GeoThermal Grow Dome.
I may not be warm enough, have to look into it. Never freezes in the greenhouse or get any lower than 50 despite getting down into the 20's at night outside. From what I understand, it has to have 15 leaves before it'll bloom.
