It's confusing 🤔 So just check what features you need and prices, and you can install wordpress on any web hosting.
I think you are mixing up two things (because they are confusing for no reason). There is wordpress.org - the free platform that you can install on any web hosting (web hosting is paid). And then you have wordpress.com which is a paid web hosting with just wordpress. Free version of wordpress.com has many restricted features. I Recommend using a webhosting like hostinger + installing wordpress.org on it.
