That is indeed a good question, they have a oversized truck that hauls 2 cars while they film on the truck. The truck is moving so is the car behind them. The person you see at the window is standing on the truck as well.

Just water. It happens on just about every set. Spray bottles that give a slight mist to make the actors look like they've perspired or to add texture to their makeup (all for the use of action sequences normally).
