I found 4 relics, didn't have enemies appear on the 4th one, returned 3 relics, spoke to him again, wasn't told to get a fourth relic, went to all four locations AGAIN just in case, and nothing.
Did I mess up? I'm playing as 9S in Route C. I'm about to give up.

Incase somebody can't find the relics:
You can't hold more than 3 relics, If you hold more than 3, the 4th relic won't spawn. So go to the quest giver first to turn-in your relics before you go for the 4th relic.
