Pheobe and Joey were soulmates and he was really tender and sweet when it came to Pheobe I can’t explain it but there was something so simple but yet beautiful watching them together.

He was the most tender when he was with Phoebe.
i always thought that phoebe was in love with joey just because the way she reacted when she found out he loved rachel not her or how she acted when joey asked her to marry him but in end decided to move on because she thought it would never happen.
Plus no matter how she felt, he was a known womanizer. I KNOW he would've stopped for her, but I can see why she might have held back. Trust has been hard for her to come by in her life. From Joey's point of view, the rare time he he might've taken a break from dating random women Phoebe was probably dating someone else.
