This cartoon is a barrage of imagination and fantasy that spark memories of happy old times It's been many decades since I saw this cartoon. The scissors without a doubt is Jimmy Durante and the other characters I'm sure has something to do with well-known artists of the time
I could be wrong but the toy store owner looks a bit like Frank Morgan. The paintbrush is hard to determine but his voice does sound an awful lot like comedian Bill Dana's but that's unlikely to be his inspiration since Dana was only a teenager when this cartoon came out.

Anyone notice that the camel sounds like Disney's Goofy? Good reason; Pinto Colvig, the original Goofy voice, worked in the story department and did voices for the Fleischers during their 1938-1941 Florida studio days.

The construction of the dolls with the humanized objects is a Fleischer element. As nice as this cartoon is, it is marred by two things. The story is rushed, and the quality of musicians used in Miami was not up to the quality they had in New York. The aural experience is just as important as the visual. This problem with the music hurt the Fleischer cartoons of 1940 until music sessions returned to New York the following year.

I remember this from a Toonheads episode on Cartoon network when they use to show vintage fleischer toons, along with Classic Tex Avery ones.
This is the first animated version of "The Raggedy Ann and Raggedy Andy Story"..long before the late 1970's remake.
I remember watching this Raggedy Ann and Andy short when I was a kid and it's still great today. 😀👍
And in a fit of irony, Famous Studios, the successor studio that replaced Fleischer, made a Raggedy Anne cartoon of their own
