Here's the odd thing about this, I HONESTLY think it's Tommy Bupp singing as Andy in the short, and I've always believed this (just like he does Andy's talking voice for it), HOWEVER, some sources say that Bernie Fleisher, (one of the Fleischer brother's sons) did the singing and everything for Andy. (Some sources say it was him, including an article of him getting interviewed about it), but some sources say Tommy did everything for Andy. I'm not entirely sure if it was either one of them because sources go back and forth with this, but I always believed Tommy did EVERYTHING voicing Andy for this short.

Wrong. Creator Guelle himself said that they were brother & sister in his stories and said to those purchasing the dolls that they were siblings. Yet, due to their bond ("candy hearts & paper flowers" to use a phrase & song title from the 1970s musical), the siblings ARE more like soulmates, because they are MEANT to be sold together & are NOT meant to be separated.
I'd say that Ann and Andy can be lovers IF the adaptation doesn't enstablish them as brother and sister. Chuck Jones' specials enstablished them as brother and sister so does "Raggedy Ann & Andy: a Musical Adventure". But here again they never say they're brother and sister therefore if there is any "romantic love" here it's no incest.

This is just one of those things where someone decided they should be in love instead of brother and sister. It happens all the time with characters like Raggedy Ann & Andy, Superman, Lassie, etc.
So? For them, love is love. The rules of society do not apply to them. Even in the books by Gruelle and others that claim conclusively that they're siblings, their bond makes them like soulmates, because they're meant to be sold together & were never meant to be separated.

It depends on the iteration, sometimes they’re siblings, sometimes they’re portrayed like this. That’s a pretty dangerous mix up to have if you ask me though-

The original stories written by the Gruelle family for daugher Marcella--for whom the REAL dolls were made, but sadly, she died very young at age 13, which is why Andy was made in the first place...as a tribute and a complement for Ann, Marcella's first doll--had them as brother and sister. Here, in attempts to revive the ailing brand, they were rewritten as a couple. Then, their biggest movie--Ann & Andy: A Musical Adventure--had them BE BOTH!

The original stories written by the Gruelle family for daugher Marcella--for whom the REAL dolls were made, but sadly, she died very young at age 13, which is why Andy was made in the first place...as a tribute and a complement for Ann, Marcella's first doll--had them as brother and sister. Here, in attempts to revive the ailing brand, they were rewritten as a couple. Then, their biggest movie--Ann & Andy: A Musical Adventure--had them BE BOTH!
