I don't think it was a Nazgul because while the bribe was clearly a veiled threat, it wasn't an outright threat and sending a being whose mere presence is terrifying and can severely harm people isn't something Sauron would do at this moment.

I think it would have to be the Mouth of Sauron. We can see in the LotR he, or it, is the ones who delivers the bargains Sauron comes up with. That is why it's called that. If Sauron had a proposal for the Drawfs, the Mouth would be the number one pick to deliver Sauronss words, wouldn't he? Nazgûl seems unlikely, they are like the black ops. They complete missions, they don't play arrand boys.
If it were me, I'd send a dwarf under the sway of Sauron to meet and give terms to Erebor. Sending an intimidating being like the Mouth of a Nazgul might show the power of Sauron's servants but I don't think it'd really give the dwarves much desire to agree with them.
I always find it amusing when you state, "...we may never know." You ought to say we will never know because unless someone secretly clones JRR in the far future or a Tolkien family member in the future inherits JRR's literary genius and is allowed to continue the writings. Then we will never know. I suppose that the Bodlian may have the odd scrap of paper everyone has missed, but nothing more. 😊❤😊
In the book did how did they defeat Sauron? It always weirded me out that he didn’t just pick up the ring with his other hand.. also did Sauron wearing physical armour? was that a chosen form or was it manifested?
The Dwarves are the most sturdy race against evil as the seven founding fathers were made when Melkor ruled over Middle Earth, I assume this is why Aule did this, what's so interesting is Aule was creating his invention in secret from the Valar and Maiar, but you can't hide anything from Eru so when Eru asked him why has he done something he knows he cannot do? As at first, the seven dwarves would only move when Aule was focused on them, i often wonder what would of happened if Aule reacted like Melkor when Eru rebuked his folly, would of there been two Dark Lords in open rebellion to Eru and the Valar.
The series (TROP) actually reflected this manipulative feature of Sauron very well. Know the weakness of the target person or group and play on it so that the other person can control it. This story explains very well how Sauron tried to manipulate the dwarves through the weakness of Moria.
A shame none of us were invited to the weddings. But then... I think the humans falling to Sauron was almost expected as the humans would die. And maybe Sauron could offer longer lives. Not to mention the power... But the Dwarves? Bribe them with what? Greedy they might dig deep, and their connection with their past strong leading them yet what would Sauron have to offer? The dwarves have a LONG memory of slights and who the enemy is. They are short to slight and hard to forgive.
This would be improved a great deal by turning down the vocab knob 50% There are times it makes no sense. Generally speaking, less is more. The famous rule of editing is Kill Your Darlings. If you think something sounds clever. Editing it out
