A little more context on the terrorism joke - the terrorists came by boat, for the Mumbai attacks of 2008. And they attacked multiple places around South Mumbai, which are near the coastline. Taj Hotel, Nariman House, Cama Hospital, Cafe Leopold, etc.
They stepped up security on the coastline after that (of course).

And also before 26/11, they did several bomb blast in cities like Delhi and all, using cooker bomb, scooter bomb, human bomb, etc....And on 26/11 they not only open fired in Taj, but they also attacked CST station, A hospital, Leopold Cafe, Oberoi Hotel Nariman Point, and they all came on a boat.
