The new player experience is pretty scattered, most of the story stuff makes no sense to people that are brand new. A few years ago several expansions were “vaulted” from the game and are now inaccessible to everyone which caused it to be so bad to try and get into. Having a guide or group of friends helps a lot for getting into it.
The review scores had nothing to do with Bungie, but everything to do with the DLC being short and had a "terrible story" according to most reviewers, though I disagree since Destiny never had a good story to begin with.
Destiny since the launch of 2 has been an amazing ass story. It may not be clear but when you get into Byf lore you realize how good the world building in this game is. Lightfall was embarrassing but good gameplay wise. Still shit. But this game has always struggled telling a story in-front of you and dialogue.

Exactly my thoughts. The witch queen is the lone good story we’ve gotten. Apparently too good as it raised the bar wildly for lightfall.
