That's not a blacklight, a real blacklight would make everything white glow up like crazy. I made this lamp like you did and tried it & then tried my real blacklight and it's not the same kind of light it might be just UV light but i don't know much about UV more then glowsticks and it kind of looks like it
The multi-layer blue tape on cell light is close but not quite right. This video is missing the purple filter layer. Typically its 2 blue layers and 1 purple for basic blacklight function. Give it a try and you'll be amazed to se it actually be a blacklight. Very very weak one but still somewhat one.I know this is old and very funny to see this DYI black light stuff resurface again for the 3rd time. The 1st time I did this experiment was when i was 10years old. I saw it reappear in again in my 20's. now in 30's and its back. Funny how history repeats.

Add a purple filter will make it a emulate a very weak blacklight effect. True still not a real one but cool effect though.
