These would look good orange too like those plastic ones they fill with sand. Not so good for Gaslands but for a regular modern city look they would work well. As far as releasing agent have you tried using baby powder brushed in? Might leave a kind of cool rough concrete look to them.
yeah tacky glue is bad for that cause how thick it is. I use it anyway lol. Just water it down a bit, and/or add a little alcohol on top of your flock/sand to make it sink in and absorb the glue. I need me some of those now
