If you compare Ash's voice in this scene to how Christa plays him at the beginning of the video, you can tell it's definetly her playing Ash. Ash and the other characters DID have different voices in some other movies, but that was in the 4th to 7th movies, not the "Pokémon the Movie: I Choose You!". And you probably didn't wacht more than the beginning of her video, but it does have footage of the one the movies where she replaced and you can clearly tell by both the footage and the voice that's it's a different voice in that movie and that she did dub Ash in this movie. The scenes of Ash's other Dutch voice actor can be seen at 4:02 and 4:34.
The context was Ash and Pikachu were getting brutally beaten up by some corrupted Pokemon, to the point that the only reason Ash isn't bruised and bleeding half the blood in his body is that the movie is rated g. Ash wants Pikachu to go into it's PokeBall to protect him but Pikachu refuses, the exact machanics behind Pikachu talking are not explained byond a simple Ash and Pikachu could perfectly understand each other for a breif moment.
