When Pikachu speaks human language in the original Japanese dub, that's the same Pikachu voice. It’s Ikue Otani. Along with Satoshi (English name is Ash Ketchum) VA named Rica Matsumoto, both Japanese VAs were voicing both main characters in Pokemon anime series for 25 years since 1997. When the whole world watched Pikachu speaks human language in the English dub, they were shocked! *”OMG! Pikachu can speak?! So disturbing!”* Well, that's a shocker. But it was a different English voice actress to do Pikachu speaking, not the same voice like Ikue Otani. I don't know how people in the cinema will react to Pikachu speaking in the original Japanese dub. They should see this scene in the original Japanese dub because that's the same voice of Pikachu can speaks human language rather than “Pika-pika”, “Pika-pi”, or Pi-pikachu”. People can choose which dub is better but they should know Pikachu’s same voice can speak human language in the original Japanese dub.

Em Português Brasileiro não ficou legal a voz do ash mas a do pikachu ficou boa. Porem a voz do pikachu no 1:57 me conquistou. Nao faço ideia da onde seja esse pais mas deu uma vontade de ir atras da fonte.

In the Brazilian Portuguese dubbing, Manaphy's lines were dubbed, but it was as if the Manaphy English voice had not been removed. Sometimes it was possible to hear its voice in English in the background along with the Portuguesse dubbing, and sometimes all the audio (bgm included) was muted so that Manaphy could speak in Portuguese.
German Pikachu is dubbed by Sabine Bohlmann. She dubbed him in the first 50 episodes of the anime. By the way, she is the voice actress of Lisa Simpson, Sailor Moon (Season 1 and Crystal) and Kenny from South Park.
